cpu_deep_idle has the same issues. When cpu_deep_idle is enabled
the PGHW_POW_IDLE should have priority over load balancing PGs of
the same CPUs. When cpu_deep_idle is disabled load balancing PGs
of the same CPUs should have priority over coalescing PGHW_POW_IDLE PGs.
Should this bug encompass both CPUPM and cpu_deep_idle enable/disable?
