Tesseract supports languages having consonant plus *dependent* vowels including *independent* vowels whereas tessnet does not support languages having consonant plus dependent vowels and as such it is not surprise to note that tessnet was done in 120 line of code for lang like English - which does not have dependent vowels but only independent vowels. As such tesseract can do OCR( for free) for any of languages without any restrictions
