I believe if you want a ready-made solution you can just use VietOCR
if you want support for more file formats, etc. It is not just for
Vietnamese. I am pretty sure it can handle LZW tiffs:

Otherwise you'll need to compile yourself and have libtiff as Jimmy mentioned.
