Blurriness of characters has nothing to do with that they are engraved. Quite the contrary, such inscriptions are usually clearly readable. Indeed, I'd suggest to concentrate more on shooting conditions than on image processing. It is difficult to devise algorithms dealing with images that humans themselves can hardly read. Adjust lighting conditions, improve camera stability, increase exposure, adjust focus. Flash sometimes can be useful, but usually is not. Maybe you need to change your whole camera device to gain more control over shooting settings. Only having done all this, you can start to invent your preprocessing logic.
