I am sending this from my private account, because these are my
personal thoughts, and are in no way to be construed as representing
anything OTHER than my personal thoughts on this issue.

My take on the dearth of test case availability, is that the HIPAA
implementation guides are so absolutely self-contradictory in so many
areas, that no is willing to go out on a limb and say "This is what
we consider to be a valid test case". Speaking as an individual
that has been going line by line through these guides from a QA
standpoint for the last few months, I cannot believe anyone can
realistically use these documents in their current condition as a
standard for a trillion dollar industry to be held to. There are rules
that make it impossible for any valid transaction to pass in some
cases, and strict adherence to these guides to determine "HIPAA
Compliance" whatever that may be, is going to be a recipe for
disaster.
