As one of the co-chairs of the Health Care Claims workgroup at X12N, I’m always interested in constructive criticism of the implementation guides.  Although X12 may not be able to help in the creation of test data, we all would benefit from any and all suggestions to help make the guides more usable for everyone.

 

I’d like to invite you to attend the next X12 trimester meetings in Miami.  The meeting dates are October 6-11, 2002.  You can find out more about the meetings, membership, agendas, etc by logging on to www.x12.org.

 

In the meantime, please take advantage of the existing processes for resolving any areas of concern.

This very list serve is an excellent resource for exchange of ideas on how to get things done.

If you find contradictions in the implementation guides, please go to www.hipaa-dsmo.org, register as a user (it’s free!), and enter your “business reason” for the change request along with a “suggested change”.  There is a process that has worked well to review and act on each of the requests.

I am sending this from my private account, because these are my

personal thoughts, and are in no way to be construed as representing

My take on the dearth of test case availability, is that the HIPAA

implementation guides are so absolutely self-contradictory in so many

areas, that no is willing to go out on a limb and say "This is what

we consider to be a valid test case". Speaking as an individual

that has been going line by line through these guides from a QA

standpoint for the last few months, I cannot believe anyone can

realistically use these documents in their current condition as a

standard for a trillion dollar industry to be held to. There are rules

that make it impossible for any valid transaction to pass in some

cases, and strict adherence to these guides to determine "HIPAA

Compliance" whatever that may be, is going to be a recipe for

disaster.
