Personally, I can't see any reason not to ship them with the other files in the
dehyph-exptl on CTAN. Then we'll install them at a proper place in TL (and the
same place as dehypht-x-2009-06-19.tex is certainly a proper place).
It doesn't look like there will be new patterns from our side before TeX
Live 2010, so I wouldn't want to release a new package now. For the
future, of course, we'll add the necessary files to the package.
