In sources I had:

        # TODO - until someone tells what to do; but this is wrong anyway
        #'serbian' => ['sr-latn', 'sr-cyrl'],
        'serbian' => ['sh-latn'],

I've fixed that now both in hyph-utf8 and in TeX Live.
