The idea is presumably that a PMX user should maintain his own live PMX installation and unzip the new files directly in there.
However, it is quite easy to miss an update to pmx.tex if one only tries out new betas now and then instead of always. Of course, beta software is caveat emptor. But maybe the bandwidth wasted by including the latest pmx.tex in each beta (an extra 8k on a total of over 600K in the case of pmx2407) will be recovered by reduced traffic on the mailing list.
