latex and musixtex could (moderately easily) be made to coexist; i
investigated the matter some time back, in the context of musictex, and
a quick glance shows that while musixtex is different, it's not
remarkably so.  the changes would need to be on musixtex's side, of
course, but they're not large.

\setcounter is indeed a latex command; the corresponding plain tex usage
would look like

  \count0=99\relax

(99 being the page number, of course.  i wouldn't claim that 99 is the
only such number possible...)

ps -- i have been asked in the past by a member of this list for details
of mapping musixtex to latex ... and i've done nothing about it.  this
is a side-effect of the lassitude induced by my various illnesses --
things that require significant thought tend to sink out of sight. i'm
afraid.
