Anything is possible; some things take more work than others. I'll think
about it. At first glance, to allow a maximum of two lines of figures would
be less new work than to allow an arbitrary number of lines of figures.

FYI what makes this tricky is that for every system and for each staff
within that system with figures, there is a baseline vertical offset to
align the tops of the figures for that staff and system only. If two staves
in the system have figures, there are two independent offsets for that
system. But those offsets cannot be calculated until all of the system
breaks are set. That doesn't happen until very near the end of all the
analysis---so near the end in fact that I decided to include the entire list
of vertical offsets explicitly in a macro near the top of the generated
musixtex file. Since TeX does not support subscripts, I defined a second
variable in TeX to represent the second offset, and two new pairs of macros
to use the two different offsets. If figures' vertical positioning were like
ornaments or dynamics, it could be done locally on the fly and would be much
easier.
