Well, I can't remember this matter ever being "raised" before. But it can be
done, using in-line TeX. Background: for figures below the staff, PMX
computes a vertical offset for each system so that the tops of all figures
in the system line up and don't crash into anything in the system. I can't
think of a way to automagically transfer this capability for above-the-staff
figures. But you can simply redefine the macro that sets the per-system
vertical offset:

Each time you do the redefinition, it will be sticky until you do it again.
So if you never have anything sticking above the staff, or if you don't care
about crashes, it looks like -10 is about the right \figdrop, and you could
set it at that once and then forget it. The alternative is to fine tune it
by redefining \fixdrop as needed.
