That is correct for singers - although the normal treble clef is often used for 
tenor parts in older scores, it is technically incorrect. Alto parts, 
especially in early music, rely on the correct 8 being included as very often 
the part is readable at both octaves...

The lack of understanding of this is (or certainly used to be!) an astounding 
piece of stupidity in the Sibelius manual :)
