Which version of tex4ht are you using to build? I get these errors:
[ERROR] htlatex: Compilation errors in the htlatex run
[ERROR] htlatex: Filename Line Message
[ERROR] htlatex: ./config.cfg 22 LaTeX Error: Missing
\begin{document} in `config.cfg'.
[ERROR] htlatex: ./config.cfg 24 LaTeX Error: Missing
\begin{document} in `config.cfg'.
It seems to be caused by this:

but the fix they suggest there doesn't change anything for me.
I am using the Texlive packages in Linux Mint 22, which has a fairly old
version of tex4ht it seems:
tex4ht.c (2018-07-03-10:36 kpathsea)
I am installing a new Texlive to try that.
