Just tried again using a fresh manual install of Texlive, it builds just
fine! So there is some incompatibility with the older version that ships
with Mint 22.

I am using the Texlive packages in Linux Mint 22, which has a
fairly old version of tex4ht it seems:
tex4ht.c (2018-07-03-10:36 kpathsea)
I am installing a new Texlive to try that.
