Sure, TSA could still collect $1 a head (or a couple of dollars, but I wouldn't go $5) at its functions for worthy causes such as buying needed equipment, donating to conservation groups, etc. It doesn't need the land fund to do this -- just a line item in the TSA budget to keep track of the dough and what it's earmarked for.
