They definitely shouldn't be using /usr/bin/ruby. It's most likely due to my dim memories of PATH not resolving properly at some point earlier in TM's life.

(That said, those systems are broken and should be reinstalled. When things normally shipped with the system get munged, various other parts of the system and/or third-party apps stop working or start behaving mysteriously. Modifying Apple-installed binaries is a really bad idea. </rant>)
