I’ve just built with the 10.5 SDK and scrolling still works fine (using -deviceDeltaY). Does this continue to happen for you when built with the 10.4 SDK? Also, this sounds very much like an exception is occurring, so please check Console.app and see if there are any errors displayed.
If I compile it by using SDK 10.4 (on Tiger 10.4.11 G5 ppc) I got that error in the Console:
