Apparently the divine right to play Farmville and Mafia Wars everywhere you go demands a massive refarming of frequency allocation. Obviously it's more important for everyone to be able to tweet and stream files on their cellphone than it is for the military to have access to frequencies or for the poor to have access to over the air media:
