Before I made the change (including swapping out my Time Capsule) when I could 
connect I was getting about 1 Mbps down and 5-6 up. That seemed really off to 
me; I couldn't conceive of a situation where my uploads were significantly 
faster than my downloads. After I made the changes I'm getting about 30 Mbps 
down and 5 up; in line with what Comcast advertised.
