That problem with your Compaq is the reason why this is a Thinkpad site.

Compaq no longer provides driver updates for the Windows 2000 computers, but
that is likely where the problem lies... an old or improperly functioning
driver.   You may require a complete reinstall... or a driver update from
one of the paid driver sites.
