The second fan is only called upby your system as needed. The X61 is
designed to conserve battery power and other resources.  That second fan
seldom runs... A still blade is normal for routine use.

You might want to find a way to test the battery under load or stress before
you diddle with it, as you can cause more problems than you fix.
