Hello,

Available memory appears to be around 4030MB of RAM.  I assume the
missing 66MB is required for some sort of BIOS function.  It is odd,
but such a small amount I'm not overly concerned about it.

He says he is running Windows 7 x64.  He also says the problem is at POST,
not in the OS.

Aryeh, I would not worry if the OS finds all 4.  If you are concerned, boot
to something like Hiren's Boot Disk and run some independent memory tests.
