Does with happen with any USB device?  I ask, because its consistent with
a problem with ACPI, in that a device might not be re-activated correctly as
the system comes back up, causing all sorts of possible problems.  Having
to shut the machine off would make sense in this case.

Now, if you know that plugging a specific usb device in before didn't cause
this problem, you know this isn't the problem.  But if these are new devices,
there might be a problem.
