Access IBM is just the name of the folder in your start menu where IBM put
things. Most of the Thinkpad software is not aware of other Thinkpad
software, unless it is responsible for updating it. Lenovo puts its versions
into a folder called ThinkVantage. But which folder it is in shouldn't make
a difference as to whether it is running correctly.

When I look at the Thinkpad Matrix, I see version 1.8 as the recommended
version of "Power Manager" for a T43. Version 1.6 looks like it is for "ACPI
Power Management":

I didn't realize that there even was an ACPI Power Management applet, and
I'm not sure whether you need/should install ACPI or SATA versions. Or if
the other Power Manager (version 1.8) is actually the one you need. In any
case, I'm pretty sure that this must be related to why you are not seeing a
tab. 

I'd try installing the other Power Manager version 1.8 and see if that adds
the tab:
