Note that the i7 includes the GPU in the chip, so the 35W should not
just be compared to the 17W of the Core Duo but of the combination of
the Core Duo and the accompanying GPU.

Yes, it's going down very slowly.

No, not necessarily.  It can save you a lot more than 25% of power
(because it can not only reduce frequency but also voltage, for
example).  But it may also save you less since the chip includes more
than just the processor and the rest may keep running at the same speed.
