Followup:

The 3rd instruction is to "record usage of this RID tag by entering
RID tag PN 1416996 on QSAR/PDT.  This is a red part and usage has to
be recorded to provide a PER match."

I still don't know what QSAR, PDT, or PER mean, but I got email from Lenovo telling me that "if your label has "Environmental Label" copied on it, then this means it is not mandatory to return the part". This label has that phrase, and while I do intend to return the bad brick I assume this means that if they have trouble matching it to my order they won't send a collection agency after me.

I also got a new battery (also with "Environmental Label" on the return), but the included packing slip had the name and case number of a different customer. I called customer service to report this, so if you are someone in California named Jonathan Ni waiting for a new battery, I've got yours but a new one will probably come for you.
