That does sound like a fan past its prime. FRUs that you should be looking for are 41V9932 (old version) or 41W6407 (new version).
BTW, you can install a Core 2 Duo CPU in that machine to give it a facelift and get it to run both faster and cooler. Search eBay for T5500/5600 or T7200/7400/7600. Good luck.
