Doug, I have seen the impact of running Apache's infrastructure on a shoestring mentioned several times, both here and on the Hadoop and HBase mailing lists.
Is there anything that can be done to increase this budget so that there are less issues in this area? Perhaps we could pass the hat around and get some targeted donations from interested parties to improve the situation? Maintaining a reliable and performant source-code repository is a substantial task, and the infrastucture folks are loath to add to that task, especially given the doubts in the organization about the suitability of Git for Apache projects.
