This sounds much more like interference by Norton's antivirus/firewall
setup than anything else.  If so then changing the Hotmail options
will have no effect.

What may help is switching the POP/SMTP ports you use in the in the
main Webmail extension and in the Hotmail account in Thunderbird to
higher values ... say .... 1110 and 1025.  Remember that you will need
to change the main Webmail extension, the Thunderbird server setting
for the Hotmail account and the port in the Thunderbird SMTP entry for
Hotmail.

Hopefully Norton will leave the higher port numbers alone.
