The message suggests that you may be trying to access Hotmail using webdav. This is (soon to be was) the method used by Microsoft email programs to access hotmail, also one of the options in the webmail extension. Most users have been sent emails stating that webdav will be turned off on 1st September, could yours have been turned off early?
