WebDav is still working just fine for me.  As an aside I think (though
I may well be wrong) that the last update to the Hotmail add-on moved
WebDav users to Hotmail Live.

I notice that the original poster appears to be using a version of the
Hotmail extension that (I guess) may have been provided by the Webmail
Author to the poster since it is
not a publicly available version.

The message reported by the poster seems to me to represent a
reversion to the past.  Hotmail now provides freely available POP and
SMTP services and a free IMAP like experience (on all Hotmail
accounts) for those users willing to accept the Windows Live mail
client.
