I am having a similiar problem with different error messages; most times only getting the 1355. Try disabling your anti-virus scanner and see if that will help you download the messages. Remember to re-start the scanner and scan your system afterwards for viruses. Just disabling the email scanner in AVG didn't help me; I had to disable the resident scanner too.
I am using AVG and for some reason I am only having this problem with the Hotmail extension on receive but am unable to send complete emails unless it off using any of the webmail outgoing boxes.
