#6035: 'cake bake model' always expects a table present in database

When running the 'cake bake model' command, it will simply exit if there
are no tables present in the configured database. This is odd because if
there is a table you are able to proceed and bake your models, but one
thing to note is that you can bake your models independent of your current
database layout (by specifying a model name instead of a number from the
list of existing tables)--meaning the table of your baked model doesn't
have to actually exist in the database.
Could be it possible to fix the bake console to silently proceed in the
absence of tables, allowing you to create models like you normally would?
