I was *just* about to bring this up myself. I think it's properly an informative reference. Sharon, Aanchal, CCing the two of you because I recall you had a different opinion last year in Boston and thought it should stay a normative reference (but I'm not sure I understood you correctly then). Note that this is a completely separate issue from whether data minimization should be published as Standards Track vs. Informational.
