I had similar frustrations with load time and started indexing
tiddlytools on my personal server using TiddlyWeb a while ago.
My use case was just quicker access to Eric's treasure chest (ie.
quick downloading of plugins).

The methodology I used was regularly downloading the latest version of
TiddlyTools on a regular basis (I think once a day) and using the
TiddlyWeb twanager imwiki command to import from that wiki into a bag
tiddlytools.

I then setup another bag called tw_aggregator with nothing in it apart
from my BeefcakeYourTiddlersPlugin and YourSearchPlugin and a config
file which pointed at a recipe file to "beefcake".
I was quite pleased with the results as all I visit TiddlyTools to do
is download the latest version of Eric's great plugins and this let me
do it quicker. My plan was to index lots and lots of plugin sites, but
somewhere along the line however I broke the twanager imwiki command
and forgot about this project.

tagged systemConfig).  However since they are not loaded at boot time
the plugins will not be active, so no good if you want to demo what
they do :)

Not sure if this is of use to you but maybe a modified technique could
help solve your goal?
