Due to a limitation on how the current core saver setup works the BobSaver can not check to see if Bob is running before claiming that it will work. So if you are on a file:// uri it will assume that it should be active. So if you don't want it to do anything for the moment you have to disable it in the control panel under savers. I am looking at what needs to be updated in the core to fix this, I am not sure when I will have time to do it.
