I hack $:/core/ui/EditTemplate/tags and $:/core/macros/tag-picker so that 
tags can be broken into functional units. That way I don't have
to deal with all tags at once. Instead I pick from a drop-down to see only 
tags that are themes, or that start with "R_", or that are used for 
"tools", or various sub-topics.

This of course won't help if your tags are homogeneous, with nothing to 
separate functional groups.
