I really welcome such official plugins and I think users shall have options 
to customize their wiki using the official plugins.

I prefer to have menuabar as a plugin!
I support the philosophy of having the TW core as light and fast as 
possible and editions rich of tools and deatures!
So, the empty can have ONLY essential codes and for example tw5.com has 
such menubar!

The empty.html can be kept as empty as possible.
I also support the download starter.html with a wizard like the one which 
proposed by Matt and Mario on GitHub as PR.
