A big issue not addressed federally in USA yet is that whilst TESTING will be free treatment for the uninsured is left to each state. Federal packages on sick-pay (which in USA is normally optional for employers) has, though, been federalised. There will be reluctance to get tested in some populations because if you do test positive and don't have insurance its currently unclear what you would do. So much fear of quarantine without help. Its the largely invisible, or partly insured, uninsured at risk. There are millions of them.
