file-backups *doesn't* have a "root" setting. If you open a file in a subdirectory it will be automatically saved back to this directory. The only directory setting in file-backups is the *backup directory*. ... It *is always relative* to the open TW file. So if you use E:\ in the browser setting as your downloads directory ... and open E:\myWikis\test.html there will be a - E:\myWiki\twBackups\test.html\test(2020-03-23T15-41-22-312Z).html ...
