The information is helpful. Yet I still get this:

Could not open http://www.tiddlytools.com/ - error=0

I entered URLs such as
http://www.tiddlytools.com/#CompareTiddlersPlugin
or
http://www.tiddlytools.com/#SystemInfoPlugin

Same error message, for all.

I'll try the manual import method.
