Yes this makes sense - I'd probably have just one type of semantic relationship to start with - and if these semantic-tags worked in a similar way to current tags you could also add a field called 'reciprocal' so that in the case of is-parent the reciprocal could be is-child with the concept changing based on which side of the relationship was being investigated.
