The short answer is:
Remove {{$:/_top-list-tags-button}} from $:/_topmenu
But - belonging to the long answer - from my guide

*When $:/_topmenu is open, a second - floating - top menu appears at the
top of the story river which hides part of the tiddler at the top of the
story river.If this 'top' tiddler is $:/_topmenu itself, you may not be
able to edit it. If so, open another tiddler (at the top of the story
river) to push $:/_topmenu downwards.*
Closing $:/_topmenu does this 'second' top menu disappear again.
