Yes, it is extremely inconvenient on touch-based devices (I'm currently developing mainly on a Win Surface Pro 3 which has touch). In addition, this reminds me of mystery meat navigation, something that has is known to be unfortunate UI design. For power users, feel free to enable reduced UI, but not for the ordinary user. I would count myself as ordinary here.
