I like this idea, I think that it could be done with view templates and some things like I put in the gallery example I posted here a while ago. I think it would be something like the interval navigation tabbed table of contents, but instead of transcluding the selected tiddler inside the tiddler it opens the new tiddler and the list is part of that tiddler.
I think it would work by having a field that connects each tiddler in a group, there may have to be some magic to allow the same tiddler to appear more than once. Then when you click on a tiddler in the small list it would either close the current tiddler and replace it with the tiddler you clicked on, which would also have the list displayed, or it would just open the tiddler normally.
