Answer found! In a different matter (* <https://github.com/Jermolene/TiddlyWiki5/issues/1621#issuecomment-88100963>) Jeremy showed how the tags:
$:/tags/AboveStory and $:/tags/BelowStory can add stuff above and below the story river.... and I just realized this solves the issue in this thread!
