I recall a previous suggestion to put the Controlpanel in a ToC tiddler 
display (ie. the "menu" on the left in a tiddler). I can't find the 
proposal right now, but a major objection against it was that the ToC in a 
tiddler is not suitable for smaller screens such as mobile. It's a fair 
objection, at the moment, but I hope separate themes for different size 
screens will allow flexibility in this because the current Controlpanel 
would be much nicer with a ToC.

...however, I just got an idea to put the Controlpanel as a ToC in the 
sidebar. The sidebar has a kind of mixed role both for actual use 
operations and for system admin, so why not? And we actually already have 
the tab Tools that is in common with the Controlpanel. 
For testing, I put up http://twctrlb.tiddlyspot.com/ and created tab 
"Settings"

But as you can see, I don't get the ToC slider-arrows to show. Might it 
have something to do with that the titles are prefixed "$:/"?

Any ideas how to solve this?
