To set a background for the whole tiddler (not just the "colum" with text inside the tiddler) use the tc-tagged <http://tiddlywiki.com/#How%20to%20apply%20custom%20styles%20by%20tag> method.
Or check out the data Uri <http://tiddlywiki.com/#datauri%20Macro%20(Examples)> macro that uses the css background property.
