I See,

That may of being why I started using Different Users, because you can have 
a user login shortcut, and in that, one (or the only tab) can be a local 
file. But Of Course if you TiddlyWiki is at localhost or through 
tiddlyserver or nodeJS such as 
http://192.168.1.109:8088/Local-Instances/index.html this you can create a 
browser "App".
